Are the hook and the buckle made of metal or plastic?

The hardware is metal with a chrome finish. The hook is covered with a soft plastic. I found that the plastic cracked after a couple of years, but it was easily replaceable with some electrical tape to protect the paint where it hooks on the edge of the trunk of your car.

Probably better to ask Swagman but the purpose of the strap is to relieve loads on the hitch. That means it's also relieving loads on the bike rack. I'm sure it is possible to put so much load on the top of the post that you bend it, but with normal tension, a beam supported at both ends has much lower stress than one cantilevered at one end. So if anything it should result in less stress on your bike rack, especially if they're bouncing around back there.

can this be used to replace an original strap where the metal hook is that is rusted?

I would guess yes. It’s a two piece strap, so one end has a hook and the other has none to thread through the other strap. I hope that helps.
