What kind of plastic are these made from? do they contain pvc?

I don't know for certain. The clear cylinder side and the colored end caps are made of flexible plastic similar to vinyl. The mounting clip is made of rigid plastic, it may contain PVC. They do carry a Proposition 65 warning for California.

Is the bottom closed and can the rubber be taken off (is it watertight?)

The bottom is closed. The bottom is watertight. It is glued on. Might be able to remove it - no promise though. The bottom is watertight. The top is NOT watertight. There is a slit in the top that opens when the sides of the can are compressed. It is intended for quick easy opening and is not intended to be sealed watertight.
