Can you use this while it's charging?

I believe it has a battery in it that keeps it alive when power is off, and it can also be used when power comes back and it's still charging.

With regards to lag, does it really have a 1 second delay for TV signal or does this depend on the headphones? im using a sony bluetooth headphones.

This is your headphones. I picked some low latency headphones on Amazon for 20$ and the lag is maybe 1/10th of a second.

How do i pair my beats solo 3?

To pair your headphones to the connect, please put your headphones into pairing mode. Once your headphones are in pairing mode, you just tap A or B on the Connect. Once you get a solid blue light, you should be paired. If you are unsure how to put your headphones into pairing mode, please refer to the user manual of your headphones.

Does this automatically reconnect?

It does with most devices as long as you don't pair them with something else. I've paired it with almost 20 different headphones. Only 4 of them didn't reconnect.
