I am planning on trying this on some sagging laminate floor boards - what size drill will I need please?

Measure the joints in between your laminate and use a drill that is 1 mm smaller than the joint. This way you can get maximum glue in and be able to fill the hole. Also watch a couple of you tube videos

Does this work for tiles with under floor heating?

Yes, absolutely. You need to make sure you don't drill into the subfloor or you might interfere with the heating elements so drill a few pilot holes to get a measure of where the subfloor is (how deep) and then you can calibrate your drill bit to that depth.
