Yes you can but only on the Silver or genuine Gold jewellery. You cannot use it on the Rose, Shine, Pearl or Enamel jewellery.

Can you use this on silverware i.e. flatware aka eating itensils?

Yes you can, the manufacturer lists cleaning flatware as one of the many uses for this cloth

Can this be used for sterling and also silver plate??

It can be used for both. Just make sure not to rub the silver plate so hard that you rub the plating off along with the tarnish. That applies to any manner of polishing silver plate of course
