A loose hanging piece of fabric so the balls will just fall rather than bounce.

No, this gun is not good for a two year old boy. Too many small parts that could cause a choking hazard. It even has the warning " WARNING: CHOKING HAZARD Small parts. Not for children under 3 yrs." I would wait until he is at least 8 for this large toy.
