Q: Is this a 1.75" or 2" belt?

It's 2" for the belt and approximately 3" for the velcro attached padded liner.

Q: Which part has hook and which part has loop? TIA

The inner pad has the itchy stuff, the belt itself has the soft stuff.

Q: I have a 27 waist with no belt, would a small fit me then? I have no idea how I would make this smaller or my waist bigger

I would definitely go with the small if you have a 27" waist. I wear First Tactical pants in a 34" waist with a Kore Essentials Trackline EDC belt. I purchased this Battle Belt in size Medium and I have it adjusted almost all the way in to make it small enough to fit snug on my waist. YOU CAN NOT BEAT THE PRICE ON THIS BELT! So I ordered a 2nd one in Small to build a 2nd battle belt. Great quality for the price and has a Lifetime Warranty!!!

Very accurate. Plenty of velcro adjustment as well in either direction. Very well made belt, will last a lifetime.
