Q: What size for a 7 1/8

I wear a 7 and sometimes a 7 1/8, depends on the company. I got 2 small/mediums and they both fit fine. One fits better than the other, but I’m picky when it comes to hats.

Q: is this dark navy as shown in photo or is it a lighter navy? I need it to match my dark navy fire uniforms. Ordered a wht/navy & blue was too light.
