Does this charge iphone at full fast charging speed? I see your page says 5v/2.4A that means only 12w not the 18/20w that iphone needs

Hubs, yes, for data transfer but for charging no. Hubs have their own power supply and are generally insuficient as a charger no matther what cable is used.
