Would I be able to use this to make it look like water on my cake by adding blue food colouring

It's difficult to say without knowing exactly what you're trying to achieve, I used this in a recipe to make edible glass with blue dye in for a frozen cake, and it worked really well. Unsure how it works as a raw ingredient uncooked. Sorry can't be of anymore help... Good luck!

Can I mix the product with food colouring

I don't know for sure but assume that if the food colouring is disolveable in water then it would disolve in liquid glucose.
