Providing it's a USB socket charger. But as always I wouldn't recommend very cheap sockets

It dissipates heat and keeps heat-generating devices cooler, like games consoles, HiFis, BluRay players, etc. I don't think it would sufficiently cool a small fridge freezer though.

Is the fan moisture resistant, could I use it to extract moist damp air?

I don't think it's water resistant. I would think the ball bearings works rust quickly.
