No it's very notchy not smooth at all. It's mayve 10% better than a much cheaper Logitech wheel.

I bought this for my son to go with it I got forza which he loves and worked well plus a ralley car game both really good both xbox 1

Can you use the steering wheel for general Xbox use instead of controller?

if you mean as a controller on non racing games like gta 5 then not really but you can use it on xbox dashboard or racing gameslike forza
