Will this allow me to adhere two pieces of polymer clay together baked or unbaked

Yes. (It won't bond until after baking though,) any liquid polymer clay will do that. You might get a slightly better bond using 'Bake n Bond' though as that's slightly thicker, and made specifically for the job.

Does this leave a shiny or matt effect once rebaked?

Yes it leaves a slightly shiny effect to the clay. I think you can also get it in a matt finish

Is this suposed to be transparent? I bought some and its trensluent not transparent.
