Q: Can I use this product to stick vinyl sheet flooring to my concrete floor?

Yes, but you need to make sure that the concrete is sealed with a pva 'wash' and totally dust free :)

Yes we used it on a concrete floor

I was gluing carpet, so can not confirm 100%, however it sticks to everything it touches)

I have used this on carpet tiles with a firbrous backing only. I can't give you a difinitive assurance, but the back of the container lists linolium, latex foam or jute backed carpeting. .... it can also be used on porous floors or concrete... up to you how you take that.
