Q: Will it fit an 8 yr old girl?

I don't think it will. I'm an adult and it was too big for me. It does have a Velcro closure in the back but it didn't help much as far as making it tighter around my head.

Q: does it come with a strawstring around the neck so it won't be blown away on a windy day? Thanks

CHIN STRAP: The sun hat comes with a chin strap, can be attached to both side, to keep the hat from flying off in the wind. It is foldable and packable for easy storage or for taking on the go while traveling, quiet convenient.

Q: what's the measurement of hat circumference?

The hat is adjustable. I brought four, for four different people. One was a small child and the other three were three different sized adults.

Q: What is the circumference?

The opening is 20 inches from Velcro end to the other Velcro end. Velcro has two inches of overlap capability.
