It does lock in place when you push the foot pedal down, so if you want it rocking (although I'm guessing the products not designed for that purpose) it is possible just to not push down on the pedal allowing the top part to rock with your foot movement.

Q: Is the memory foam or its cover washable?

The memory foam area is not removable. I vacuum mine. If you spilt something on it I presume you could spot clean to wipe it off.
