How do you unlock the wheels seems incredibly stiff and difficult

Each wheel had a lever which locks each wheel or unlocks it.

Could this be used outside to put an extremly heavy gardenpot on.

Not sure .. It is a very useful item, I bought 2. I have a fairly large box freezer on 1, and a washing dryer on the other. They wheel around easily and have them indoors. I am not sure if winter weather or damp would be beneficial, personally I would urr on the side of caution, but indoors they are great. Hope this is useful.
