Is the base of the biscuit tin coated or metallic?

I had the blue tin but returned it. The top & bottom of the tin are coated hence after 2 days of use paint chipped off the top & bottom. Strange because the tea & sugar canisters are not coated so I’ve not had a problem with them. I love the canisters so only wished that the biscuit barrel was finished the same.
