Surface. It has a delayed action that takes effect over time.

Q: is this product pellets

Yes. Pellets. However, I'm not sure it did a lick of good. The package says something like "water for 15 minutes". Well, it rained for 2 days after I spread it all over the yard. I could still see pellets everywhere.
