Will this work well covering just a hook no lure?

Absolutely! It might be a little overkill and the lonely hook would have a lot of room for company. The main purpose for this lure wrap is to prevent a hook from snagging things you don't want to snag, like various parts of your anatomy and almost everything with the exception of fish!

I know it says 7.48", but will a 7" saltwater bomber fit? That only leaves a 1/4" at each end for Velcro.

Yes, just keep hooks inside of the Velcro edges.... I’ve got about 10 of these and love them. Especially since u can see the bait.

can't we buy two of each size?

These fit pretty much any size lures, but I don't think they make a smaller version. There are others on Amazon that are smaller. CC

I'm confused by the contradicting descriptions of pricing. How many and what size wraps do I get for how much money?

The wraps come in a box. Four(4) wraps to a box. So you enter a quantity of 1 on order page and you’ll get 4 wraps.
