Can you please confirm the processor model? I5-2450M is early 2012 second generation dual core

The Surface Pro 9 comes with either a Core i5-1235U or a Core i7-1255U processor. Amazon claims that this is the Core i7 version, but the price they're selling it for is the same as the Core i5 version sells for directly from Microsoft. So I think you won't know which version it is until you receive it. Core i7-2640M was a dual core processor from 2011. Someone was very confused.

The product says "2-in-1 tablet & laptop", but does it include the keyboard? if not, this is false advertising. how could it be a laptop without it.

It’s not false advertising if that is what it is. It’s describing what the product can do which is a 2 in 1 function. Yea the keyboard is separate but it also lets you know that in the item’s description and also in the picture it shows it without one. You can’t claim false advertising on this.

Is it compatible 220 volts?

The charger works with both 110 and 220 Volt electricity. Comes with flat blade connector but an adapter for round euro plug will work just fine

does this have a sim card slot?
