No The machine just shaves ice doesn't keep it frozen.

Would this work outside at a Farmers Market in July or it would turn to water too fast to use?

Depends on how fast you can make a snow cone. its not bad as the ice keeps itself pretty cool once you got some built up. but It doesnt have any internal cooling so it wont last if you let it sit for too long especially in the sun. it would be fine for a party as you can shave the ice as you go. just make to order and you'll be fine.
