No, however the "M-113 Armored Cavalry Assault Vehicle w/Figures 1/35 Tamiya" does include the engine and full interior. They use the same sprues for the the majority of the exterior with the main difference being the accessories that come with them.

Q: Does the kit come with any of the stowed gear on the outside?

Yes all the pictured rucksacks are included in the kit as well as some small MRE boxes

Q: Is this a good kit for a beginner? I've never built a model before

If you take your time then it can be. The instructions are super clear and as long as you take your time it will turn out great.
