I want to glue an iPad usb charger to the box(my daughters keep loosing one or the other) would this work but most importantly will it be safe?

No, this material is used to cover exposed wiring at points where the plastic covering has worn or does not cover completely. You should use a small amount of clear silicon caulking to hold the charger to the box. This will hold the two together without damaging either of the parts and if necessary the caulking can be easily removed if you want to separate the two parts.

Can you remove it once it has dried?
