You will need a full converter not just a plug adapter as the machine is not rated for 240

Does this cut fine enough for cigarettes? Or should I say, when compared to the tobacco found in retail cigarettes, is it the same or larger?

You betcha! Although it depends on the moisture levels of the tobacco. If it's very wet the cut is somewhat thicker, and more resembles flake pipe tobacco. But the dryer the leaves the finer the cut, if it gets too dry it'll grind them into powder. It seems to me that folding a half of a leaf in half and then twisting slightly also produces a finer cut with dryer leaves.
