Not sure what you mean ,but it helps supports the arch of the foot ,I wear it to go jogging and it supports the ankle very good

Yes, It can be worn on socks and easily worn into shoes. The thickness of this ankle support is moderate,you can wear running shoes with it.

Could this be worn underneath size 12 rugby boots

I wore this underneath trainers. I have small feet and it didn't fit as snugly as I would have liked. However my physiotherapist recommended the McDavid ankle brace which I find gives me far more support.

Does this help with heel pain?

These are good and i always use them for sport and walking. Unless your ankle needs support to help in your heel pain i doubt it will help.
