This is a pedestal no waterproof water tank but we make with 1/4” acrylic material You can fill it up and no have any problem if Don’t move with the water

I haven't tested the upper limits of its ability to support weight, but it is very sturdy. I would bet 30-40 pounds would not be a problem- maybe more. I have had things in the acrylic stand, and it did have items packed on it when standing vertically, but no extreme weight. I hope that helps.

Is there a cover for the open side?

No. The open end is the bottom of the column.
