Why don't they list milk on there ad

As per the manufacturer, Food Enzymes says, " It does contain Lipase and Pepsin which are milk lactose."

Is the Proactazyme actually better, or does this one seem to work just fine?

I've used both types and 2 of these work really well. I have low pancreatic output and also take an ox bile with a heavy protein meal. I hope that helps.
