What is the lengh of the jacket, mid back?

I'm about 5'4" and it hits me a couple of inches above my knee . Perfect for a walking jacket in the rain/wind.

What is the weight of this jacket?

I can't say the exact weight, but it's pretty light. I wore it in the POURING rain on a recent trip to Disneyland and I think I was the only one that was happy with my rain gear. I highly recommend.

It will be mid-thigh for you I think. I am 5'4" and it hits me a couple inches above the knee. It is definitely longer than hip length.

Will an XL fit a 5'3", 180 lb women comfortably with room for a sweater?

Not positive, but I don't think so. It is a very slim fitting coat. I am 5'5" and weigh 135. I had to get a large to have any extra room. I normally wear small to medium. Hope that helps.
