Would you please indicate the diameter of the bottom of the pail?

The buckets I have are 2.5" diameter at the bottom. They are item 3/1377 from oriental trading company.

Can I get plastic liner/lining for these buckets to hold water without leaking?

I don't see why not. It might not even need a liner. There are no holes or anything in it.

Are these galvanized steel? Going to be used outdoors as "cigarette but" buckets and needto make sure they will not catch fire.

I can safely say they are galvanized "metal". Not sure about steel verses tin or aluminum, but they are definitely metal and I would suggest that they are unlikely to burn under normal circumstances.

could you pour candle wax in these?

Yes! You could absolutely do that and they would work great as candles.
