Q: We are renting an suv and I can’t be 100% sure if it will have a roof rack. Will this work if it did have one?? I’m assuming yes.

Yes. It will work with or without a roof rack. My suv doesn't have a roof rack. The luggage carrier has two long straps that can either be fastened to a roof rack or run thru car and tightened with buckle. Doors close tight on straps with no problem. Drove over two thousand miles thru rain, snow, and HEAVY wind. Stayed secure and inside of luggage carrier stayed dry.

Q: Are the straps long enough to go through a 2017 Chrysler Pacifica?

It fit across our mazda 5 with extra length although after the kids closed the door on the strap multiple times (during our 500 mile trip) it did break we bought some tie downs at the store and they held up a lot better to the wear and tear

Should be able too. I used it on a Kia Sportage.

Q: Will this bag fit 4 xl luggage cases?

I’m not sure what you mean by “extra large...but I think it would. Imagine the size being most of you car roof top with one end being about 2’ D with the other end being about 1’ D. You may be able to stack all for of your suitcases on the 2’ section if you put them vertically. I fit a lot in it when I went on my trip. I was impressed. Hope this helps.
