If you are bolting down then yes. If not use a 851-020

Q: Will a 2” pipe pass through this? or does the pipe need to be cut and attached to both sides?

No. A 2" pipe or male spigot fitting will insert on one side. A 4-bolt pattern flange is required to meet up to the other side.
