I have been using this on my dogs hair for over five years, he is a red heeler, and it’s still works great.

What is the shortest guard? I normally cut my hair down to 1/16th. How safe is it to use without the guard (risk cuts)?

The shortest guard is not short enough. I like to cut my beard down to about a 1/16th of an inch and their shortest, the #3, cuts to about 1/8. Cutting without the any guard was way too short. I'm just not into the three day beard look. I'm going to call Remmington to see if they have any shorter guards; if not I'm going to send it back. Glad I bought it through Amazon which makes it easy to send back.

Do not use it on 220 with a step down. Mine fried about 20% into a clean up haircut.

Is it dual voltage? i.e. 110v and 220v

No this is only for use in 110V and cannot be used with a converter.
