Will it harm painted surfaces?

Doesn't appear to hurt painted surfaces. Seems more like a contact cleaner or milder carb / brake cleaner. Works more like kerosene.

Is this safe to use on a bicycle chain?

it should be. but it seems like overkill for a bike chain
