I would not up size the capacitor. Your lazy start may be due to other factors and you might kick out the thermal overload or do other damage

You have to replaced with same size in all ways.

How do you get warranty service?

Most capacitors are only warranted for 1 year. I suppose you would have to contact the capacitor manufacturer.

No! A 70/5 capacitor has three terminals on the top. This capacitors used for the compressor in conjunction with a smaller capacitor for the fan.
