Are you supposed to cleanse with this balm & then wash with another afterwards? Or just does just using the balm suffice?

Just using the balm is enough. Every few days I use a very gentle exfoliant as well. This balm doesn't leave you with squeaky clean skin, which is the point. It doesn't leave it greasy, just very soft and moisturized. I'm not nuts about their other facial care products -- so expensive -- but I'll buy this until they don't make it anymore. Lasts a long time because you only need a little.

Do you rinse off with water, or can you towel off?

I use as a makeup remover and then rinse with water. Then I follow with my regular cleanser.
