is this safe for a reptile light?

It's a blacklight, in no way would dark light cook your fish 🙄

My Intertek blacklight base is 20 inches. Will an 18 inch tube fit?

Not sure what the length of your bulbs are. If it is the same length and the bulb insert he it should.

Does this require a fixture with a starter?

Not that I know of. I just put it in a light fixture that was already in the house. So I’m not too sure. But the bulb itself work great! Still bright and working.
