Yes it does, make sure you dry it off as much as poss first and wear latex gloves or it sticks to your handas like chewing gum! After about 3 months it seeps a bit but I just squidge it together and it stays good.

Q: Can this be used under the sink around the waste pipe from sink drain ?

Yes. I used it around a shower waste nearly four years ago still going well.
