Can this be cut with bolt cutters?

We cut through the links using a cheap cordless hand saw. Now available everywhere due to all the catalytic thefts. I was able to saw through this in less than 5 minutes. But it looks strong

The internal width of the link is about 1/2 inch.

Does this chain come with a security lock, if not which device would be best?

This chain does NOT come with a security lock. But the best device I'd suggest is something with a very short shank; thus, thus possibly preventing bolt cutters to get a good bite on the lock itself.

Will the chain links fit a padlock with a 10mm shank diameter?

Yes it should. I have an Abus 190cs/60 series 2 padlock And it has a 7/16 shank which is just a little over 11mm.
