Q: Can the this and other ceramic brickets be cemented on to the inside of a grill?

Maybe but these have a short lifespan. They last about 1 year and then start crumbling and need to be replaced again

Q: Can I place charcoals on it for bbq ?

I would not use this as a charcoal grate. Why, you ask? Because the charcoal will be too close to the cooking grate above and you will not have any way to regulate the heat (temp). Your food would likely be charred on the outside, and undercooked on the inside. Just my opinion.
