Are the air holes for ventilation and breathing?

No, its for litter you don't want vent holes that could cause litter spill. But, I been in using it with fabreeze purina lights weight cat litter and it does not stink at all. Its very good and convenient you can open the top and be reliable tha is not going to spill.

Is the carrying case machine washable?

I would say no as it has a more rigid frame to it. You would need to wash it by hand with a spray and cleaning clothes or wipes.

Does this keep odor blocked inside

Sort of. Not really. Depends on what litter you use.
