Is this stapler strong enough to hold dining chair seat cover? I am replacing the seat cover for my dining chair.

Depends on how thick the fabric is & how long the staples used to penetrate through the fabric into the wood (I assume) of the chair. If you need to fold or overlap any of the fabric as you wrap it around, that will make the amount of fabric to be penetrated that much thicker. Stapling fabric onto a chair or stool usually works well when proper length staples & good wrapping/overlapping technique is used to ensure staples get good purchase in the wood. Alternate alignment of staples (parallel & perpendicular to chair edge) to distribute holding power. This is one of the finest hand-operated staplers you can buy; for stronger &/or deeper penetration, an air tool works well.
