No, as long as long as you mask the outside properly.

Yes, but be sure it is clean and have the hole for the fuel line going to the carb is not the low point (where excess goes to) while it dries. otherwise it plugs and there is little that can be done.

Q: Motorcycle tank was sealed 3 years ago it was a non epoxy maybe Kareem is there away to remove it or safe to epoxy over it?

Best to remove as much as possible and then shake some drywall screws around in there to rough up the old coating.

Q: After curing are the vapors flammable? I want to use this in an air compressor tank and am concerned about compression ignition.

If your tank is now rusted to the point of leaking air, I would not take this approach . Far as flammable vapors, it should be no problem once cured .
