Is the base heavy enough so that it does not move if using with one hand?

No. The base has a slide-resistant coating so that you can use the holder with one hand -- initially. Over time, the base has gotten slick.

Is this brushed or polished?

Hi The paper towel holder is not polished. I would say it is brushed. This is my second one and I love it!Hope this helps

What is the bottom of the base made of? We currently have a stainless steel towel holder that rusts. Thank you!

It has a stainless steel base the bottom of which is black plastic with rubber nubs to make it non slip
