2 coats 200 - 300 sf depending on the surface.

can hydo ban be painted over to give it another color and is primer needed

We do not paint over Hydro Ban ,we use it as a sealer when tiling

can you use this instead of backboard if you already have thick plywood floors?

Yes you can. I installed travertine tile on plywood 8 years ago and no problems at all.

Can it be used to seal inside a water storage tank and able to use the water for hygiene and drinking?
