Any specs that would not make this usable as a dumbbell rack?

Distance from the wall to the center of the cut out is only 2 1/2 inches, so would have to be fairly small dumbbells. You could add a spacer I suppose.

Do they actually come with the plastic inserts to protect the bars?

Protect against what? Mine did not. It works great!
