Description says it can filter out chlorine. How is that possible without activated charcoal?

These are described as microfiltrarion membranes so it most likely doesn't remove chlorine. Only category of membrane that removes monovalent salts which is what chlorine is in the form of hypochlorite ion is Reverse Osmosis, and it's primary accomplished via charge repulsion (membrane surface with negatively charged zeta potential in neutral pH repulsing the negatively charged hypochlorite ion). In microfiltrarion or ultrafiltration membranes, the pore size is just too big to have any of these effects even if the membrane surface is charged, but these membrane are most commonly made with cellulose acetate and usually aren't negatively charged like nanofiltration or RO membranes typically made with a polyamide active layer.

How much ppm does it reduce by?
