Can a microphone and guitar be used at the same time with effects.

As there is only one input .. I would say no. If you used a mixer ahead of the amp and put both signals into it, it would work - but it is not designed for vocals or for two 'voices' at once. For street work, best get a separate small PA for singing.

Does this hum? Don't need volume but use electric guitar with pedals & clean semi-acoustic? Does it have good enough sound?

In reply to your 10/10/16 question, yes there is a low hum/buzzing noise from speaker which I was not able to adjust/remove by using the effects so returned the amp.

It will work fine for an acoustic guitar with a pickup on it, although there are also dedicated acoustic amps available. The chorus effect should sound good with an acoustic.
