I had to use two packs to achieve this look, I also had to double stuff the balloons so they were opaque. I blew up a day in advance and had no issues with any popping.

What terrible quality all the balloons poped when blowing them up! Never again that explains why there so cheap!

You really get a lot of balloons with this kit. You get the balloons, 2 sizes of ribbon, balloon glue and a clear strip with holes in it. The colors are right on and will be a beautiful addition to my twins party. I don't know for sure what I was expecting, but I honestly don't know where to start. I've never done a balloon arch before and it would be nice to have some sort of instructions. I guess you don't have instructions so you can let the creative juices flow, but I'm a little intimidated. For the price you wouldn't think I'd have to Google how to make a balloon arch.
