No, it's pneumatic (like a bike tyre with inner tube), inflated through a schrader valve. Probably makes it a bit easier to wheel around over rough ground than a solid wheel. Valve is a bit difficult to access but manageable.

How do you pump the tyre up as the valve seems impossible to get to?

I managed with a standard car foot pump. The access is tight however it was possible.

Is the plastic on the jockey wheel handle black ?

The one that I received is blue and so is the wheel.
